My gpu doesnt boost to max clock

I have a rx 590 8gb and it has a max clock of 1545mhz and it used to hit the boost clock even if i did not raise the power limit now i have to raise the power limit to order to get that boost clock. 

Is there a reason for this. 

Btw the temps at only at 60 to 65c
