Mouse and keyboard dont work

So i got a problem every time when i try to start my pc my mouse and keyboard stop working on windows 7 why?

 

Spec

Evga 500 bronze

Ryzen 3 1200

ASRock b450m pro4 f

Patriot viper 2x4 gb
