I would say HDD causes more stutters. Windows loves to use system disk at random times with Windows Update, Indexer and Defender. "Purify Win 10" GDrive link can help you with that.

When it comes to CPU/GPU, the issue might lie in VRAM if you use way too high settings for such low amount of VRAM. That can be checked with MSI Afterburner while in game.

Purify your Windows 10/11, don't give Microsoft anything that you don't want to share.

I use SSD for windows and HDD for game storage. Vram never cross over 3 GB.

Obviously you better remove it from SSD since that eats that precious Random IOPS speed. Plus SSD dies faster because of it.
