Wraith Prism installed correctly but still very loud and hot

    I have correctly installed a Wraith Prism cooler on my CPU. However, I am still Idling at 38-45c and it is VERY loud on my 3800x. Even louder than my old Wraith stealth cooler, on an 2600, even thought I added 3 more PWM fans.

Another note; I am getting these numbers from Ryzen Master.  Ryzen master also says my speed is 700mhz, but task manager says it is running at above 4ghz, which is definitely not idle speeds. ??? I am confusion.

Get HWinfo64 and check everything over there.

Yes, HWinfo64 confirms that the CPU is trying to hit boost clock all the time

So it’s a either something in the background using your cpu or power plan settings in windows. Check task manager to see if anything is running in the background and also try to change power plan to balance

Check your CPU Core Voltage while idling in HWInfo and report back to us. Also, you can likely set a fan profile in your BIOS. A quiet profile may already exist, but it's tough to say without knowing the board model.

cpu utilization is 4%.  it runs anywhere between 3.8 - 4.5Ghz. It just tries to be at boost clock all the time.  It's an overvoltage issue or smth

The stock Ryzen coolers are known to be loud, if I were you I'd upgrade from the stock cooler to a better air or liquid cooler. As for the idle temps they aren't the best but they aren't too bad either, sounds like overvoltage or the mounting isn't even.
