2nd Display Fully Detected But Displaying "No Signal"

So I have a 2nd display connected to my PC, it's being properly detected in Windows settings and Nvidia control panel, yet on the 2nd display it just says "no signal", any ideas how to fix this? The 2nd display does work and works with other sources, the cable is fine, I did reinstall drives, I can drag windows to that 2nd display and all, but it's still apparently receiving聽no signal.
