Frame Rate Limited

Before we start, I'm using Minecraft the example because of the large difference in frame rate.

 

When I first built this computer, I could run Minecraft at 200+ FPS, after installing software for all my components, my FPS in now capped at 60.

 

Any suggestions on what it could be?

Nope, just tested VSync. Regardless if its on or off, it is still locked at 60.

click restore on manage 3d settings in nvidia control panel?

the new versions of MC have a frame rate limit you can change make sure its on unlimited or 120.

If it's not Vsync, it'll be in the Minecraft settings. If you have a 60Hz monitor, capped/Vsync 60FPS should look better than 200FPS

The only thing I know of would be in the video settings the "Max Framerate" slider you can set to unlimited and vsync that you can turn off.

Fixed it, some software I use for tweaking auto caps games.
