Is my PSU broken?

Hi,

 

I'm building my brother a pc and it's not posting. Looking at the 24pin I see there's a missing metal square (see photo). I'm wondering if this will be my issue or not.

Asus Dual GTX 1060 3GB. Used maximum 4 months total. Looks like new. Card never opened. Give me a price.

The -5V pin has been left empty for well over a decade. Short the PS_ON pin (green) with any ground (black) to see if the PSU powers on, with nothing connected.
