GPU and CPU usage is very low

I have an I7-6700 non k, a gtx 1070 and a 1x16 stick of ram.

 

Whenever I play games namely BF1 or Fortnite my gpu and cpu are only getting used 40-60%. I prefer performance over quality and have adjusted lots in the nvidia control panel but nothing makes a difference in the usage. I just want to use as much of my system as possible. Help?

Is it possible that you have the framerate locked?

check if vsync is also enabled
