No post after overclocking graphics card, troubleshooting says CPU is to blame

Hi everyone, so the other day I was overclocking my GPU and pushed it too far and the system crashed. No big deal, or so I thought. Trying to boot back up, I got no post and an orange post LED above the RAM DIMMs on my motherboard (ROG Strix B450) and after moving every piece of hardware indivually and together to working motherboard and discovered it was the CPU preventing post. I am absolutely baffled at how overclocking my gpu could lead to a damaged cpu. CPU was completely stock. 

I have submitted a warranty claim to AMD but any advice would be appreciated.

did you try clear CMOS? Is the GPU the integrated one?

Yes, I've cleared the CMOS both by removing the battery and shorting the jumper. Video card is an rx 580. PC boots into windows fine with a ryzen 3 1200 installed with everything else being the same.
