My upgrade plan

right now im living in canada, and i plan to do some upgrades on my PC

motherboard: z97-P -> TUF x570 Plus (not sure yet) -- i don't have a ryzen gen 2 so i need a motherboard that I can update without a cpu or it is ryzen gen 3 compatible from the box

CPU:  4790k -> 3700x or 3800x (not sure yet) -- i don't know if the 3800x is overkill, i don't plan to do OC at the begging but would be nice to have the option

Cooler: dont mind if it's air or water, I use ater in the 4790k i though about a Noctua NH-D15.

RAM: 32Gb 1600mhz (i know that was overkill) -> 16Gb 3200mhz (dont know a good one. plz help) -

budget: around 1.5k

Maybe:

GPU: GTX 980 -> RTX 2070 SUPER

1- whats a good site to make the purchases? I saw that pcpartpicker is a good search engine

2- please help with my config, need opnions

3- thx for all comments in advance

not sure whether you have case, storage and psu already.

3800x is just a factory overclocked 3700x. no point in getting it.

then you should be set. if you take out the psu from my build, you're down to 1500. also, you might want to check clearences between ram and cooler. the cooler is pretty large and overhangs over the ram slots. might be smarter to go with the Noctua NH-U12S instead.

I need to search about the cooling solutions cuz im not sure either about the NH-D15.

actually my whole idea about the upgrade is abstract and can be changed.
