6c12t Xeon, OC it, new GPU, SSD, and that should last for at least 2-3 years.

I got my X5670 for $14, I'd advise one of those or an X5675. Higher tier chips are too expensive, and should be left for people with locked chipset boards due to the higher base clocks. If you're OCIng the Xeon then base clocks don't really matter, and the X5670/X5675 are on average the best bin for the dollar.

Agreed, X5675 is probably the best price/perf and all the Xeons are basically identical when OC'd.

A used GTX 1060/1070 if the deal is there.  Otherwise an RX 590/580/570 would be within budget.  Depends what games the GTX 670 doesn't run, it's a not bad card.  May make sense to stick with it for a bit, see how the CPU upgrade helps and focus on the SSD upgrade first.
