Setting up Minecraft Server

So I've been trying to set up a Minecraft Server and haven't been able to get the .bat file to work.

 

Any suggestions? 

 

Here is the command: java -Xmx16384M -Xms1024M -jar tipseyserver.1.15.1.jar

 

systems says it cannot access jarfile
