So I have an i5 4670k overclocked from 3.4ghz to 4.2ghz, 16gb of ddr3-1600mhz, and an xfx rx 570 at 1400mhz on the core clock, and 1900 on the memory. My question is, what would it make most sense for me to upgrade? Also, if I leave the upgrade for a couple of years, will the answer change, as games might become more intensive on the gpu than the cpu than they are now? I mainly game, and do pretty much no creative work.

Upgrade what you need to, to improve your performance to where you want it to be.  Are you noticing bad performance anywhere?

No, but I only have Rocket League and CS:GO installed right now, and I will probably install some more demanding story games. In both Rocket League and CS:GO, i'm pretty balanced with the CPU and GPU both regularly getting to 99% depending on where I look with the camera. I also get this weird thing in rocket League where neither my cpu or gpu are maxed and i am not at the in game fps cap, and my temps are fine (sub 70 for GPU, sub 80 for CPU). This usually only happens in replays and before kickoffs though(when i'm not actually driving), so I am not sure if it's really a bad sign. My GPU is also rather loud.

That's kind of a cinematic, so you won't necessarily use up the cpu and gpu, it's just video playback.

I would upgrade gpu, especially for more intensive story gsmes, cpu is decent for now. In a few years you'll need to upgrade both

Your specs arent all bad for what you are playing now (or in general at 1080p,unless your aiming for AAA).  If I were you at the moment and were aiming to play more graphical story-driven games, I would probably upgrade my GPU to whatever fits in your budget, and maybe a little futher down the road upgrade to a mid-tier i5/ryzen and 16 gb of DDR4 (which is extremely affordable as of late).

As for your question about down the road, you will definitely want to upgrade CPU/Ram in a couple years due to more modern games beginning to use more cores and ram overall in general.
