RX 5700xt with FPS problems

Hello guys,
 

A friend of mine is having problems with his RX 5700xt on Destiny 2 (below 100/110 FPS with medium graphics) and Fortnite (140 FPS all low).
I know that Destiny had some known problems with 3rd gen Ryzen CPUs, is this a known problem with this GPU?

He also had the GPU tested on his local retailer and they say the GUP is working great.

I think the problem might be related to his PSU as well because it's not from a known brand, but I don't know much about PSUs.
