Just built a system with x5670 and rx 580 for around $160 US with all the parts coming from China (because they were dirt cheap -  that rx 580 was $60 and its actually 100% legit). I've noticed that my x5670 isnt boosting higher than its base clock of 2.9GHz and I've checked turbo boost is enabled in the bios (the mobo seems to be using a 5500 series chipset and is unbranded). Any idea why? Thanks in advance.

What motherboard is it? Its... possible its a slightly less than legit and validated mobo, by that I mean whatever BIOS is on it, or the hardware they are using may not actually be what they say it is. Linus has done a few videos on such boards, so has gamers nexus, and while they do sometimes work totally fine, sometimes they do not. Beyond that though, I don't really know what to tell you. Make sure the BIOS is updated (if... you can get a bios for it?), and go from there.

Yeah it says on the board HB-X58, but the only info that I can find on the board is a download for the bios that is already installed. In HWmonitor the name is literally 'intel: to be filled by oem'. It was literally $20 and I bought it because the vrm looked usable. Probrobly not the best idea lol

Lol... yea. I mean, you can try and google around for that board, its possible people have used it have info to share. But, I won't be able to help much as this could be due to actual hardware issues/limitations :/
