Low Cpu and Gpu Usage

So recently I've updated from a gtx 1060 to an RTX 2070 Super. Although I've realized that my cpu and gpu usage has been really low for some reason. My cpu usage is usually at 30-40% usage and my gpu is usually at 40-60%. I've already DDU'd my previous drivers and updated my bios and chipset drivers and its still been the same. Any clue on how to fix it?
GPU: RTX 2070 super ventus
Mobo: Gigabyte Aorus x470 Gaming
CPU: r5 2600x

If you're comparing a game's usage % it's going to be different than what you were previously using. There's nothing wrong and there's nothing to fix, as far as I can tell. 

If you're dropping frames or the pc is slow than there would be a problem

Yea my pc does often drop frames and for when i say my cpu and gpu usage is really low, its for all the games i play (overwatch, league of legends, fortnite, and pubg) so i do think there is a problem and i would like to get it solved if possible.

Well maybe the case is that gpu and cpu don’t need to work “hard” to push frames to your screen. It all depends, what’s your settings, resolution and fps.

Most of my settings are maxed out which is why I'm expecting a much higher usage in terms of the cpu and gpu. I play at 1920x1080 and usually average 100-120 fps and often dropping below 100 since my usage always low. So I'm suspecting a problem/

Try setting 'Maximum Performance' in NVidia control panel

Same with windows in power plan settings

 

Also which windows version do you have 7, 8, 10? And is it up to date?

Yea I've already have it set to maximum performance and im using windows 10 and its up to date.

Then it might be task manager being weird, have you tried checking with msi afterburner?

No, I've been using msi afterburner.

I found a solution that has help other people, look in the BIOS under 'chipset' for HPET (high precision timer) and disable it

For me, it was under 'power' if that helps
