When I start up the PC every fan boots up and all of the lights turn on and all of that but when it comes to seeing something on the computer it's just a black screen. I've tried with both display port and hdmi and still no video.

Specs:

Ryzen 7 3700X

X570 Aorus Elite

RTX 2080

I used one ram stick on every slot and tried to boot it up still no response.

Start with clearing cmos

You can reset the UEFI settings (clear CMOS) by one of the following methods:

1. Press the Clear CMOS button on your motherboard (if it has one).

2. Unplug the computer and remove the coin cell battery on the motherboard for a few minutes and then reinsert it.

Check all the cables are connected properly, double check if they are connected properly.

@Whiro tag or quote will do the trick

There was no button so I took out that battery for about 10 mins and still no video.
