If i play games at room without air conditioner, my pc can reach 70c+.. Is it okay? Or i need to do something about that?

While gaming, i had a experience kinda like stutter but fps is fine. I dont know its only my imagination or that game is laggy.

What’s your specs? You get this temps on cpu gpu or where?? What game you talking about?? We can’t answer any your questions if we don’t know details

Spec at my signature, kinda all of games. I think my temperature both of them is same. Division 2 after some 1 hour gameplay. Its started to kinda laggy. R6S is safe no stutter

70c are not bad tbh, you definitely shouldn’t worry about that.

Hmm i think my ram can affect my gaming performance. Hmm ryzen needs a fast ram. But 2666 is already good i think. :/. Wait, when games like open world, texture needed to rendered. Its cpu or gpu use?

Ryzen definitely benefits from higher speed ram (3200 is apparently sweet spot), you can try oc your ram. 
I believe texture rendering is gpu but not sure tbh
