Gtx 1080 Gpu usage at 10% while playing Rust or any game

I have tried many different things and I even factory reset my pc to reinstall my drivers, I was going to DDU it but I decided to just reset to get rid of all of the possible issues. Also I have tried other slots on my mother board.

CPU : i9 9900k stock

GPU : Zotac gtx 1080 AMP extreme
Motherboard : MSI Meg z390 ace

RAM : 16gb 2x8 corsair vengeance 3200mhz

Storage : 512gb samsung 970 evo m.2 And 500gb wd blue ssd

Monitors : 27" 1440p gsync monitor 144hz and a 27" 1080p 60hz

(edit) I am getting 20fps in all games because my gpu is not being used and I dont know why

Could be a settings issue.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

So what’s saying the usage? 

Do the frames reflect that usage?

Ran a benchmark to confirm or is it just that game?

No its everygame, I even tried swapping to a gtx 1050ti and the gpu usage is still low and Im getting the same fps in game 20fps
and its not my in game settings I have used the same settings for over a year now
I'll run Heaven benchmark and I will upload my results

I am going to try an older version of nvidia drivers, and I have also submitted an RMA request just to be safe since it does take 2-3 weeks for the RMA

Well there's an issue somewhere. Need to see how the card is running and perhaps the system in general. As that benchmark is single core limited.

I have a test from when I had a EVGA 1080 SC with my 4770k. Think it was just on max power which lets it boost to 2000, normally stays there as It only runs around 39-40c.

And everything on the benchmark was turned up.

So we need to see how the gpu is running, cpu and ram. Usage and boost wise. And go from there.

also I am using Heaven benchmark not Valley
(edit) I also am using a evga 240m CLC and it keeps my i9 9900k with good temps so I don't think its my cpu temp, I think that its possibly my gpu not detecting games or possibly overheating i dont know honeslty

What? ok I honestly don't know how because all I know that if zotac gives me a RMA im going to see if they will give me a RTX 2070 super since it was almost the same price I paid for and if not I will never go with zotac again because I'll buy a EVGA rtx 2070 super

Disregard that, forgot to change the settings to what you ran. 

Id run in on my other rig but it seems like my pump isn't getting power.

I can try to address that tonight and see what it does.

Well if you wonna run it in 1080 instead. Too much work for me to hook it up to my 1440 monitor tonight.

So usually in rust I get around 80fps or higher so it makes sense with the benchmarks since I'm getting half of the fps than you so I dont get why im only getting half of my gpu.
 I must be maxing out at 50% gpu usage

Like I said, you need to watch it and see. Same with the cpu usage per core and ram. 

I assume the system is on balanced or high power. And you can change the settings in the nvidia control panel, prefer maximum performance I think. 

Also see what the clock speeds are for the gpu and cpu.

Could check gpu-z and ensure the card is going into 16x or 8x while under load. 

The card is in the correct pci slots and the. Boards bios is up to date.

Mick Naughty I found out what was wrong, It was a bad sensor in my motherboard bd prochot I used throttle stop for the time being to turn this off and i'm using my gtx 1050ti but still I think there was something wrong with my gtx 1080 because im getting around 80fps which was what I was getting with the 1080 with the 1050ti currently. Also I did contact msi because I bought my msi meg z390 ace recently and I think the sensor went bad due to the amount of power the i9 9900k uses.
