The 9400 is not overclockable, only CPUs with a K (for Intel) at the end are overclockable.

OK, with that in mind:

I was told to reach Max Turbo Frequency I had to overclock. If that is not an option, how can I achieve this?

Max turbo frequency is the maximum single core frequency at which the processor is capable of operating. My first step is to set my PC to Performance Plan instead of Energy Saving in power plan options, but that'll only get you to whatever the All Core boost is (looking at the spec page, it might not have one). Did you hear this from a sales rep, or the forums?

Thanks for the clarification.

I heard this from a friend while I was looking for a processor.

Just to be clear, this is an i5-9400 and not an i5-9400f.

I just realized I posted the wrong URL earlier.

This is the actual specs page: https://ark.intel.com/content/www/us/en/ark/products/134898/intel-core-i5-9400-processor-9m-cache-up-to-4-10-ghz.html

I'm pretty sure one model just doesn't have built in video.

B-clock OCing isn't really a thing anymore and since your multiplayer is locked your pretty much stuck not being able to OC.
