Newly Built PC Problems

I've just recently built my first pc, but when I connected the hdmi cable from the gpu to the monitor, it doesn't get any signal. Also the usb ports doesn't seem to be working, and the gpu fans seem to be acting weirdly. The fans' speed goes fast (not max) and slows down in a pattern. Can anyone help me with this problem please?

CPU: Intel Core i3-9100f (without gpu)

Mobo: ASRock B360M - HDV

PSU: EVGA 500 W1

GPU: PowerColor Red Dragon Radeon RX 570

Memory: V-Color Prism RGB 3200MHz 1.35v

SSD: Samsung 860 Evo 500 GB

Case: Thermaltake Versa H17

Did you plug in the CPU power connector and PCIe power connector?

Yes, the CPU and PCIe are connected to their designated spots
