Pc issue

So i got my pc in june this year. It plays everything fine but 2 weeks ago my area suffered a power outage.Note: My pc buzzes in game it is probably coil whine but i m not sure at this point. Back to the problem: Since the outage, in fifa 20 i get frame drops and when that happens, the buzzing is not there anymore. What could be the problem?
