RAM and CPU usage issue

Hi There - Running into an interesting situation with my RAM and CPU

CPU: i7-7700
Motherboard: ASrock Z270 Extreme 4
BIOS Version 2.70
RAM: Crucial Ballistix Sport LT 3000 MHz DDR4 DRAM Desktop Gaming Memory Kit 16GB (8GBx2) CL15 BLS2K8G4D30AESBK
Windows 10 (64 bit Home)
GPU:  MSI GeForce RTX 2060 6 GB GAMING Z Video Card

PSU: EVGA 850 W 80+ Gold Certified Semi-modular ATX Power Supply

 

Here's the issue I'm running into:

When I run my RAM at 3000MHz, my CPU runs at 3.5Ghz (XMP Profile 1)

When I do Auto Profile it selects 2400MHz as my RAM speed and my CPU runs at 4.0Ghz.

Is this common or do I have an issue with my RAM? RAM are in the 2/4 slot for dual channel.
