Case under low load

My Case and every semi-conductiv part is under a low eletric load

Is that just normal ?

 

Edit: I feel a slight Painfull current when im hardly Touch the case ( like the tip of my finger)

and a little spark is visible when im connection a USB or HDMI cable to the motherboard

Is your socket grounded ?

I should be but i never tested it

I tested my Socked and i have ~30V between my neutral and ground
