need help. Computer startup issue really need help

Hi internet

 

When i start my computer sometimes the hardware starts running and the rgb light turns on but then my power button light DOESN'T turn on and i get NO display on my screen sometimes. In the picture below u see the code the motherboard gives when this happens with a yellow light.

When the computers DOES give display on startup it gives the code 40 with no light on the motherboard and my power button light does turn on.

 

Here is the documentation of the motherboard cause i cannot figure out what the code means. because it isn't in the q-table.
