OBS dropping frames for no reason

As the title says, OBS is dropping frames for no reason. It was fine like a month ago and my internet has not changed at all. I have an upload speed of about 10 Mbps but i cant even stream 720p 30 fps... I was originally streaming at 1080p 60fps with no problems and i would like to fix this. Also i cant seem to use hardware encoding with my 5700 XT.
