MacBook Pro underlclock

So recently I started to go back to my MacBook Pro to do some upgrade but before starting all that I realized my MacBook is extremely slow and then when I downloaded intel power gadget I see that it is maintaining at maximum clock speed of 1.2GHz with even trouble to watch normal 1080p60 contents on YouTube. Is this because the battery died and the software decided to limit the power draw or is there any possible issue. All I can think of is a possible battery issue which it is cause the battery doesnt survive a second after unplug from the charging cable
