Can you provide a bit more information?  Which models of drive specifically are you using?  There was an incident recently where a user had a SATA M.2 drive and it was conflicting with another SATA drive plugged into a traditional port since they were sharing the same electrical connection internally.  The solution was to move the traditional drive to a different port.  It's possible this is your issue but I can't know for sure based on the provided information.
