So yesterday i put together my new system and swapped my old 1050ti for an RX 590, both from gigabyte, first strange thing i noticed was that while playing Just Cause 3 the fan on the GPU started spinning like a frickin' jet engine and it only stopped happening after uninstalling Aorus engine which, by the way, didn't allow me to set fan curves like i used to do with my 1050ti, right after that i kept moving games to the new faster storage and tried JC3 again just to notice that the radeon monitoring software reported 100% GPU usage at only 40~50 °C the GPU fans wouldn't spin during the whole session, VRAM usage was low and i wouldn't get past 30~ish fps, now that i'm installing skyrim and trying out each mod i noticed some low framerate and decided to use Afterburner and the results  were equally odd, VRAM and CPU usage are also quite low, i feel like the card is not pushing itself and that "100%" usage is bugged or something.

 

Skyrim isn't still fully modded, quality isn't that high and my old 1050ti did much better under far worse conditions.

 

Just uploaded SS, plus, Borderlands 2 is running at 40 fps maxed out, definitely something wrong here.
