no stability

so i recently bough a Radeon Rx 570 to play some games, and notice that it has no stability while playing tomb rider and league og leguends, it spikes sometimes from 1% usage to 98 and then back to normal, but well i lose a bunch of fps every time this hapens i tried lowering the setings but some times it makes it worst, how can i solve this?
