External Hard Drive 100% Usage

I have a 1TB WD My Passport that I've used for a while now, I used it for about 6 months when my PC was ruining win 7 but when I upgraded to 8.1 and I plugged it back it it said to be used it needs to be formatted, which I didn't care because I only use it for temporary storage and didn't have anything on it at the time. But when I tried to format it win threw an error saying that it failed to format it, so I unplugged and replugged the drive and it still didn't work. I uninstalled an reinstalled the driver for it and it still didn't work. But any time I tried to do anything with it, the whole system would hang for a while. So I opened up task manager an the drive is constantly running at 100% but with no reading or writing. What's causing this and how can I fix it?
