GPU usage issues and bad frames

need some help I have a RTX 2070 and when ever i load up any games I get 100% GPU usage and like 20 frames, usually I get way more frames (like 160) with way less GPU usage (around 50%-70%) there is nothing on the internet to fix this problem, and I have tried everything restarting the computer, cleaning the graphics card, and way more but the same thing keeps happening I need help from anyone

no I don't think so this just started happing a few days ago, and this is not only on one game it is on everything like you tube videos, and more also i am pretty shire a ryzen 2700x can keep up with a RTX 2070
