PC not starting

I’ve had this PC for a few years and recently started to have issues with blue screens. I would frequently get clock watch dog timeouts but I never pinned down the issue. Last night I had my PC turn off on me while playing games but I figured I just hit the power cord. Today I went to turn it on and it would very briefly start the fans but no post and turn off. The only way I could get the PC to attempt to start again is by turning the psu on and off again. I have a Maximus vi extreme, i7 4790k and a 1070 with some DDR3 Corsair ram. I believe my PSU is some 700w Corsair with platinum spec, I don’t quite remember. Am I most likely dealing with a bad PSU? It’s also been quite dusty as I’ve neglected to clean it, would blowing the PSU out be a good start?
