B365M PRO4 not posting

CPU: I5-9400f

Motherboard: B365M Pro4

PSU: 350W

RAM: DDR4 8GB (2x4)

GPU: GTX 1050 TI

CASE: Corsair Spec 04

 

I replaced the motherboard and cpu in my existing PC and I'm getting 5 Beeps when I turn on my pc which is supposed to mean a processor error. I double checked the cpu is in correct and also tried my Ram in different slots. All LED's light up and out of the 4 fans connected 3 of them spin but 1 of them stop spinning after around 0.2 seconds.

 

Not sure if the motherboard has a light on it but nothing lights up on the motherboard when the pc has power connected. My CPU fan spins when the pc is turned on.
