i7 7700 not reaching max turbo speed

its suggested max turbo speed is 4.2ghz but my cpu never goes above 4.0ghz 

i have an Corsair H100i Platinum AIO cooler so cooling should not be the issue

4.2 GHz is maximum single core frequency. On all four cores you'll hit a maximum of 4.0 GHz.

Can you test with Cinebench single core test?

temps during gaming is stable around 60-70 C
