I would love to build a high end gaming PC for the Holidays containing a RTX2080Ti, an Intel Core i9-9900KS and a Z390 Motherboard (Maximus XI Hero). But recently, I’ve heard that Nvidia will be releasing Ampere 7nm GPUs around February. I was wondering if I should wait for Ampere to come out, or just buy the RTX2080Ti. About the processor, I would wait until Intel finally releases 7nm processors, but in that case I would also have to upgrade the motherboard. What should I do?

Nvidia has not announced anything official, so right now, any release date is just a rumor.  The most recent one that I've heard is "early 2020," which could mean between January all the way until June essentially.  If you want it for the holidays, just go for current market stuff.

As for waiting until Intel releases 7nm processors, if you want to build this machine without waiting years to do it, go with current market offerings.  According to one Intel roadmap, that is going to come in the early 2020s (not the year 2020 I might add) at the earliest.

Based on that kts supposed to be using 7nm+ from TSMC. Its late next year at the earliest.

Just save the money and get something else. Like the 9900K.
