Bug Steam + Web browser

Hello guys,
So it's been 3-4 days since i have this "bug" or something else, i don't really know what thats is... (look screenshot)
I have updated Windows, i updated my drivers, i even cleaned my graphics drivers and reinstall it but i keep having the same issue. 
The "bug" on ma navigator come after like 2-3 minutes when i'm on Facebook for eg. and when i launch Steam, i goes in my library and immediatly it happens. But when i scroll or click on the library it disepear the pop up again... I really don't know what to do...
