So my brother has the following components in his PC:
- Gigabyte GA-B250M-D3H
- i7-6700
- 24GB RAM (2x4GB (two sticks) + 16GB (one stick))
- MSI RTX2070 Gaming Z
- 2x3TB Toshiba P300, 1TB Seagate Barracuda, Adata 128GB SSD (games are separately installed on one of the 3TB drives)
- Be Quiet Pure Power 10 400W (BN272)
- Freshly installed Win10 Pro
- A 1080p monitor (Displayport - DVI adapter)

He has the following issue:
In many games he is not getting a comfortable amount of fps, for example in GTA V he is getting 35-40 fps, regardless the graphical settings he is using. There is the same amount of fps on the lowest setting, as on the highest one with all the antialiasing etc. enabled. In Rocket League he does not ever have 250fps (maximum in the game).
Now the strange part is the CPU and GPU usage. CPU usage is always between 40-60%, while GPU usage is 30% maximum, regardless of the graphical intensity - so even on the lowest setting, or even on ultra.
I suspect the PSU is not enough for the whole system, here is why:
What I noticed is that the CPU only clocks to 1.8GHz, and only gets 0.85V of voltage. No matter how long the game is open, the clockspeed just stays the same. In AIDA64, a stresstest can bump it up to 3.7GHz with 100% usage.
Temps are perfectly fine, but I think the monitoring softwares are reporting a false information: CPU is only 36°C under GTA V ultra, could that be because of the low voltage?
I will try with another PSU, maybe that can be the problem.

But why a 2070 with a 1080p 60hz monitor?

I will do it later as I'm not at home at the moment.

But I dropped the GPU to 70% power level yesterday, CPU got slightly more voltage (0.9 - 0.92V) but the fps stayed the same.

2070 is because he wanted it to be as futureproof as possible, maybe he will switch to Ryzen and 1440p.

Enable high performance in windows power plan and disable c states in bios

 

Pull the 16gb stick out and run just the 2x4

Also unrelated to CPU frequency, are you sure you are plugged into the GPU, and did he use DDU to remove old drivers before upgrading to 2070?

And CPU temp? Is it throttling like mad?

Yeah, DDU was used (previous card was RX580) and of course,  I'm plugged into the GPU.

Temps are okay, but I suspect something is not right, as it is 36-38°C under GTA V ultra, which seems kinda weird.

Did u try windows power plan and disable c-states and power saving features
