iTunes Syncing Issues

I am trying to sync my PC's iTunes library to my phone, but every time I press synchronize it is my phone's library that ends up on my PC's iTunes.

 

It's completely backwards. In the past I never had this problem but lately it more often started getting it wrong, until we get to the point now that it is happening every single time I try to sync. 

 

Is there an option somewhere that I've missed that decides which way the sync goes?
