Is it my CPU or Motherboard that determine what speed of ram i should use?

CPU. Intel only officially supports up to 2400mhz. Anything beyond that is considered an overclock. Thus most boards will have in Parenthesis besides it (O.C.) the values above 2400mhz. 

Specs:
MSI x99A Raider Motherboard

i7 6800k

Nothing is overclocked.
My Manual for the Motherboard says its compatible with speed up to 3333MHz, but on the specs of the CPU says up to 2400MHz, wich should i follow?

So i should overclock? my cooler can handle it, just hoping i could choose not to xD i have hyperx 3200MHz btw

Yea, all you need to do is enable XMP in the BIOS and 99% of the time it works just fine with intel chips.
