Graphic card issues

Hey guys, just looking for some help with some issues I've been having with a new graphics card. I recieved my first ASUS GeForce RTX 2060 Dual OC 6GB and it worked fine until it started getting a code 43 on my computer. All good, recieved a warranty on that card and got a new one.

The new card has worked well for me until now. My computer will display from when it posts to after when it is loading windows. When it comes to the login screen it's just black, and all peripherals connected lose power. The only way I can get it to display is to force the PCI slot to run in Gen2 in the BIOS. I still experience problems while using it though as I cant get any game or benchmark to run in DirectX 12. I sent this card back under another warranty claim and they returned it saying it worked fine on all their tests. I tested it in other computers and it has worked fine

ASUS ROG STRIX B450F GAMING

Ryzen 7 2700X

Team T-Force Night Hawk 3000MHz 32GB

Cooler Master MWE 750w Gold Power Supply

Any help people would be greatly appreciated, I live out in the country and it's hard to see a specialist in my area
