Cursor lag in some programs

I just built a new Ryzen system. Everything is running great but theirs some programs where the cursor is very sluggish.

 

It's not everything, within windows, chrome, any video game, steam, Ryzen master, etc.. it's all perfectly normal. But then if i load up something like OBS then the mouse is very sluggish.

 

I want to clarify this is not during recording, simply having obs open and selected causes the cursor to lag, now if I have obs open and deselect the window it acts normally.

 

It's others too but OBS is the biggest one. Others are like NPTunnel, the cursor will act fine until I drag the window around then it lags for a second and it clears up. Their are others that I can't think of right now.

 

I don't really know what can cause some apps to slow down the cursor while others are perfectly normal. It never happened on my intel rig but I can't think of any reason why the cpu or chipset would do cause this. I'm still a bit new to Ryzen I haven't messed with AMD since the Athlon days.

R7 3700x, 16GB 3600mhz memory, Asus strix x470-I mobo, asus strix RTX-2080.
