really depends on the needs of what the VM is going to be used for. Could be as little as 1 core, up to like 4 or more cores needed.

i dont know i havn't started studyin yet

well its really use case dependent on how many cores per, but to start with, allocating 2 cores per is a logical place to start at. The more cores, the better. You would likely be better off looking for a cheap Xeon based machine, but a system with a 9900k would work too. Though the better value would be to go with a Ryzen based system, like an R5 2600 or any of the Zen + chips that can be had for very cheap these days.

threads important? i prefer intel and will be more uses for the pc, should i go for the 9700k or 9900k or any other cpu?

Best bang for the buck for the use case still is Ryzen, and yes Threads are important, especially if you have VMs running in the background and still wish to use the PC.
