This issue started once I replaced my 4k monitor for a 144hz 2k monitor. Primarily I see it when I'm in loading screens in WoW one of my side monitors playing youtube starts skipping frames while the audio plays correctly.

 

The 144hz monitor is running off of my 1080 while my side monitors are running off my 680.

 

I checked my memory usage and I'm hitting 12GB out of my 16GB during those times. Is this a memory issue or a GPU issue?

Its probably because your browser is trying to use the 1080 to hardware accelerate the video. Try disabling hardware acceleration in your browser.

Hardware acceleration off I drop less frames but its still there
