Stuck in update loop.

For the last few months, Im stuck in an update loop.  Ill download( so it says) the latest update, however when it goes to install, I only get to about 24% then it restores previous version of windows. Ill be good for a few days, then it downloads updates again and I get the update prompts till I do.. rinse and repeat.  

 

I seem to be running version 1709

failed to install 1803, or 1903

 

Id like to break this cycle.. do i just bite the bullet and fresh install? do i delete previous updates to get a fresh download ? any help here would be appreciated. If my issue wasnt clear, please ask questions and I will try to clarify.

Use Media Creation Tool (it will allow to do updates via USB). Windows10UpdateAssistant in this situation is useless.
