Computer stuck on BootLoop.

So my friends pc is stuck on bootloop and i made him test multiple things like reseating ram/gpu/reseting bios replugging everything the fans start and stop and start and stop on an endless loop.

It's possible that the cmos battery is dead or the psu is faulty or the motherboard is the problem or the cpu but i can't seem to know what to do from here to narrow it down and i would appreciate some help thanks.

Please note this started after my friend tried to update his bios however i already made him reset the bios and that didn't work. so what could the problem be? i have no idea so here i am.
