No post or display

Just finished up a build and I can’t seem to get it to even make a post beep.

 

I’ve swapped to another motherboard, display, cable, graphics card, reseated ram in different patterns to check for a dead one, and have tested that my power supply works.

 

I'm quite sure that my cpu is dead. How do I test this?

I have also booted without a cpu fan and the chip does appear to become hot

XFX R7 240/ Asus 660ti

apveita AS450W Astro (pulled from another build, It should work)
