Help building classic windows XP machine

Hey everyone, so I have decided to build a classic windows XP machine. I have a stockpile of games that’d I like to play again, I will not be using this machine for any modern gaming. A few games for reference I will be playing are Freelancer, LOTR battle for middle earth 1/2, and Star Trek armada 1/2. Freelancer would definitely be the most demanding out of all of those.
 

I don’t want to do anything crazy with it, no overclocking, no water cooling. I just want the most efficient build with a solid GPU & CPU that actually makes sense and isn’t super expensive. I saw Austin Evans did a build with a FX9590 and a 270x? I think? Isn’t that wayyyy overkill? I don’t think any of the games I will be playing are over DX9.
