Looking for a program to do....

My job has tasked me with something rather interesting: they want me to find a program that can play a mix of pre-recorded video files, along with a live feed from a capture card (say, play video1, video2, x amount of time of the capture card source, video3, etc). They also want said mix to play on loop, as it feeds our local access TV channel. I've searched but haven't really been able to find anything like this. Does such a thing even exist?
