windows 10 Windows 10 update failed, Error code: 0xc190012e

I've been trying to update my Windows 10 system to version 1903 and consistently been running into the following error:

 

Feature update to Windows 10, version 1903 - Error 0xc190012e

 

I've tried the following solutions linked below, but none have clarified why I've having this error (nor have I been able to pin point the cause):

Do an inplace upgrade using the Windows 10 Media Creation Tool or a Windows 10 1903 Install USB.
